‘Knock and talk’ ends with drug charges

A Hampton man was arrested Tuesday after police conducted a “knock and talk” at the man’s home and reported finding a marijuana growing operation and methamphetamine.
Anthony Phillip Charles Stout, 27, 181 Stout Hollow Road, Hampton, was arrested Tuesday morning by Carter County Sheriff’s Department Agent Myles Cook and charged with possession of Schedule I drugs, manufacture of Schedule VI drugs and possession of drug paraphernalia.
Cook said he and Agent K.C. Huff went to Stout’s residence to conduct “a knock and talk type operation” at the residence.
“I had, in the past, received anonymous tips that Mr. Stout was involved in the manufacture of methamphetamine,” Cook said in the warrant for Stout’s arrest.
When officers arrived at the home, they spoke with Stout and asked if he would consent to a search of the residence and the property, according to Cook’s report.
“Mr. Stout stated that he wanted to speak with me privately at the side of the trailer. Upon getting to the side of the trailer, Mr. Stout proceeded to show me where he was growing two marijuana plants,” Cook said. “Mr. Stout stated that they were in fact marijuana, and that they did belong to him.”
Cook said he again asked Stout for consent to search the residence and Stout gave permission, telling the officers he had methamphetamine inside the house. Stout then took Cook and Huff inside and into the kitchen where he opened a cabinet over the stove, Cook said.
According to the report, he told officers, “There is my bag of meth and the pipes.” Cook confirmed that he found two methamphetamine pipes with residue and a small bag believed to contain meth.
Stout was then taken into custody and transported to the Carter County Detention Center, where he is being held on a $10,000 bond and is scheduled to appear in General Sessions Court on Sept. 29.
