• Ronald Kennard Napier, 18, 1418 Broad St., Elizabethton, was arrested Monday by officers of the Elizabethton Police Department and charged with contributing to the delinquency of a minor.
• Ryan Ramey, 27, 1253 Bluefield Ave., was arrested Tuesday by EPD Cpl. James Sexton on warrants out of Unicoi County charging Ramey with rape, aggravated burglary and theft under $500.
• Jason Miracolo, 41, 124 Reeser Road, Johnson City, was issued a criminal summons by EPD Cpl. James Deese on Monday charging him with leaving the scene of an accident.
• Jessica Rickus-Elswick, 24, 1253 Bluefield Ave., Elizabethton, was issued a criminal summons by EPD Cpl. James Sexton on Tuesday charging her with first offense driving on a revoked license, violation of the light law and violation of financial responsibility.
