Inmate charged with throwing urine on officers

A Hampton man faces four felony assault charges after police say he threw a cup of urine on four officers at the Carter County Detention Center.
Carter County Sheriff’s Office Deputy Kevin Kemp arrested James Scalf, 32, 202 Mountain View Drive, Hampton, early on Sunday morning and charged him with four counts of aggravated assault in connection with the incident in the detention center.
In his report on the incident, Kemp said he was called to the booking area of the jail to assist Deputies Nathaniel Swymer, Chase Markland, Eric Clifton, Justin Johnson and Sgt. Brandon Stissel in removing Scalf from a cell where he was being housed.
“Inmate Scalf had become aggressive and had begun urinating on the floor of the cell,” Kemp said. “Also, inmate Scalf had began pushing urine out into the booking area from under the cell door and threatening to urinate on any deputy that came inside the cell.”
Kemp said when he and other officers approached the cell he saw Scalf standing in an “aggressive posture” and was covering his head and torso with a blanket. Kemp also noted Scalf was holding a cup which was full of urine.
“As we entered the cell and made contact, Inmate Scalf threw the cup with its contents landing on Deputies Swymer, Markland, Johnson and Clifton,” Kemp said, adding officers were able to successfully place Scalf into restraints for safety. “Because of his actions, I am charging inmate Scalf with four counts of aggravated assault.”
