Inmate charged with throwing urine on deputies

An inmate at the Carter County Detention Center faces new felony charges after he reportedly threw a cup of urine on four officers.
Deputies of the Carter County Sheriff’s Office charged Matthew Ryan Harvey, 25, of 1603 Burgie St., Elizabethton, with vandalism and four counts of aggravated assault.
The charges against Harvey stem from an incident at the detention center on Friday morning. According to court documents, four deputies had responded to “Delta Block” in the facility regarding an unruly inmate who was making threats toward officers.
“After dealing with that inmate, Matthew Harvey was in the cell next door and was becoming combative in his cell making threats,” said CCSO Sgt. Brian McGinnis said in the affidavit of complaint against Harvey. “Officers attempted to make entry into inmate Matthew Harvey’s cell to restrain him due to his behavior. As officers entered, inmate Harvey threw a cup of urine hitting the officers in the face and body.”
During the incident, officers also discovered the window in the door to the cell occupied by Harvey had been broken.
“After review of video cameras it was confirmed that inmate Harvey was seen throwing an object at the glass breaking it,” McGinnis said.
On Monday morning Harvey appeared in Carter County General Sessions Court to be arraigned on the charges of vandalism and four counts of aggravated assault. He waived his right to a preliminary hearing in the case and the charges against him were bound over to the Grand Jury.
The incident marked the fourth time in about a month that deputies filed new charges against Harvey related to his conduct in the detention center.
On June 8, deputies charged Harvey with possession of Schedule II drugs after reportedly finding the inmate in possession of methamphetamine inside the jail. Later that same day, deputies charged Harvey with vandalism after he allegedly broke off a sprinkler head inside his cell which resulted in flooding within the cell block.
On June 29, deputies charged Harvey with another count of vandalism due to him reportedly breaking off another sprinkler head which caused flooding inside the facility.
