Grand jury returns “a no true determination” in shooting case

Kenneth C. Baldwin, District Attorney General, for the First Judicial District is releasing information regarding a shooting that occurred on August 26, 2018, in Carter County, Tennessee. Baldwin states that an investigation was conducted by Agents of the Tennessee Bureau of Investigation into a shooting that resulted in the death of Francisco Borquez.
According to reports, the victim, Francisco Borquez, arrived at the home of Chasen Brooks Julian. An altercation ensued between Chasen Brooks Julian and Francisco Borquez, resulting in Chasen Brooks Julian firing a shot from a Glock .40 caliber handgun and striking Francisco Barques in the chest, causing his death.
After having concluded the investigation, Agents of the Tennessee Bureau of Investigation presented this case before the Carter County Grand Jury, convening on Monday, July 8, 2019, in Elizabethton. Members of the grand jury heard testimony from Agents of the Tennessee Bureau of Investigation and the grand jury determined that the evidence did not warrant criminal charges to be filed against Chasen Brooks Julian in the shooting death of Francisco Borquez. District Attorney General, Kenneth Baldwin states, “The grand jury of Carter County returned a “no true determination” in the death of Francisco Borquez. Before anyone can be prosecuted for any crime, the grand jury must indict or return a presentment charging the individual with a specific crime, referred to as a true bill.” “A no true bill means the grand jury determined that no crime was committed.” Due to the grand jury determined that no crime was committed, the grand jury returned a “no true bill.” Baldwin states “This no true bill puts an end to the inquiry into the death of Francisco Borquez.”
