City Council has busy agenda for Thursday night meeting

Elizabethton City Council will be hearing a resolution to call the regular biennial municipal election on Thursday during the May Council meeting.

The purpose of the election will be to elect four councilmen and two Board of Education members for terms to expire in November 2026. Once the resolution is adopted, the Carter County Election Commission will be requested to officially call the election to be held on Tuesday, Nov. 8, 2022.

The four councilmen up for re-election include Wes Frazier, Michael Simerly, Bill Carter, and Richard Barker. Eddie Pless and Danny O’Quinn are the two Board of Education members whose term expires this year.

Council will also be holding second readings and public hearings on the following:
– Budget ordinance amendment #1 for the Police Equipment Fund regarding the Dept. of Justice Small Camera Grant.
– Budget ordinance amendment #1 for the Water/Sewer Fund regarding bid overage on Headworks Rehab Project.
– Budget ordinance amendment #1 for the Water Capital Projects fund regarding Automated Metering Infrastructure (AMI) Premilinary Engineering.

There will be 13 items of new business that will be on the month’s agenda.
– Resolution to approve National Recreation and Parks Association Amendment III: Project Funding for Unallowable Costs and Extension MOU-Youth Mentorship.
– Resolution in Support of an Appalachian Regional Commission (ARC) Grant Application for the Bonnie Kate Theater and Arts Business Incubator.
– Resolution to amend current scope of work for Asphalt Pavement Resurfacing in FY 2022.
– Ordinance to Consider on First Reading City of Elizabethton 2021/2022 Budget Ordinance Line Item #20 for the General Fund regarding the additional paving for the Fiscal Year 2022.
– Ratification of Inter-local Agreement Renewal Between Elizabethton Fire Department and Johnson City Fire Department.
– Upper East Tennessee Human Development Agency (UETHDA) Low-Income Water Assistance Program.
– Resolution to Consider Fiber to the Home (FTTH) Broadband Internet Feasibility Study and Master Consulting Services Agreement with CT&T Engineering and Consulting.
– Asphalt Pavement Resurfacing Bid and Contract for FY2022-2023 (Bid #595).
– Asphalt Street Repair for Water Resources on South Riverside Drive and the former end of Tipton Street.
– Resolution Approving the Johnson City Health and Education Facilities Board’s Issuance of Hospital Revenue Bonds for Ballad Health.
– Resolution to Ratify TVA’s Monetary Donation to the Watauga River Boat Ramp.
– Ordinance to Consider on First Reading City of Elizabethton 2021/2022 Budget Ordinance Amendment #13 for the General Fund regarding the TVA Donation for the Boat Ramp.

Two events will be seeking approval from the Council as well.
The Elizabethton Dance Club will be requesting to hold an outdoor community dance from 5 to 9 p.m. on Saturday, May 28, on the third block of downtown from the South Sycamore Street intersection to Riverside Drive.

The dance will host free lessons at the beginning of the event for participants and then a community-wide dance will take place for the duration of the event. Riverside Tap House and Big Dan’s BBQ will be sponsoring the event.

Also, the Cyclone Touchdown Club is requesting to host their Friday Night Lights 5K from 8 to 10 p.m. on Friday, July 29. The race will be conducted by We Run Events beginning and ending at Dave Rider Field at T.A. Dugger Jr. High.

A special ceremony, recognition and awards will take place inside the football stadium at the conclusion of the race around 9 p.m.

The City Council meeting will begin at 6 p.m. A Beverage Board meeting will be conducted immediately following the conclusion of the Council meeting.
