On July 22, the Johnson City Police Department arrested Heaven Deloach, Johnson City, charging her with one count of felony child abuse.
This arrest stems from a joint investigation with the Department of Children’s Services and the Johnson City Police Department involving allegations of child abuse and neglect.
Deloach was booked into the Washington County Detention Center, where she is being held in lieu of a $3,000 bond.

On July 31, officers of the Johnson City Police Department arrested Justin Graves, N. Roan St., Johnson City, and charged him with aggravated domestic assault.
At approximately 1:43 a.m., officers were dispatched to a residence on N. Roan Street in reference to a 911 hang up call. Investigation revealed Justin Graves strangled his wife as she attempted to call 911.
Graves was placed under arrest for aggravated domestic assault and interference of emergency calls. He was transported to the Washington County Detention Center where he is being held in lieu of a $25,000 bond. Arraignment was on August 1 in Washington County General Sessions Court.

On August 1, officers of the Johnson City Police Department arrested Autumn Samen, Erwin, and charged her with felony child neglect.
At 9:48 p.m., officers were dispatched to the area of Tipton Street and Spring Street after a four-year-old child was observed unattended in a vehicle, with the windows down and doors unlocked. Officers arrived on scene and discovered the child asleep in the back seat, covered by a pillow. The child was checked by EMS personnel after it was discovered the child’s clothes were soaked. Witnesses at the scene informed officers the child had been left unattended for a substantial amount of time. In time, Samen returned to the scene where she was subsequently arrested for felony child neglect. The Department of Children’s Services responded and took possession of the child.
Samen was transported to the Washington County Detention Center where she is being held in lieu of a $10,000 bond. Arraignment was on August 1 in Washington County General Sessions Court.

On August 1, officers of the Johnson City Police Department arrested William Jarvis, Johnson City, and charged him with felony reckless endangerment.
At approximately 7:45 a.m., officers of the Johnson City Police Department were dispatched to Monarch Apartments, 1105 University Parkway, in reference to a shots fired call. The victim stated that he heard a gunshot from the apartment above him. Officers observed a hole in the victim’s ceiling and recovered the bullet. Officers made contact with Jarvis in the apartment above. The investigation revealed that while Jarvis was handling the weapon, he pointed it at his mattress and discharged it. The bullet went through the victim’s ceiling, almost striking the victim.
Jarvis was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $1,000 bond. Arraignment was on August 2 in Washington County General Sessions Court.
