The following arrests have been reported by the Johnson City Police Department:
On Dec. 21, officers of the Johnson City Police Department arrested Travis Howard, Johnson City,  and charged him with theft under $1000, and burglary.
The arrest stemmed from an incident at Walmart, 3111 Browns Mill Road, Johnson City, where officers discovered Howard attempted to take nine items for a total value of $662.96. Through the course of the investigation, it was revealed Howard had previously been trespassed from all Walmart properties as of July 30, resulting in Howard being transported to the Washington County Detention Center for burglary and shoplifting.
Howard remains in the custody of the Washington County Detention Center with a bond of $5,000 where he appeared in Washington County General Sessions Court on Dec. 22.
On Dec. 22, officers of the Johnson City Police Department arrested Jaquavius Silas, Johnson City, and charged him with light law violation, possession of stolen property, resisting arrest, and aggravated assault on law enforcement.
Officers observed Silas operating a silver Cadilac with an inoperable headlight traveling east on E. Main St., near the intersection of N. Roan St., and a traffic stop was conducted. While speaking with Silas, evidence of illegal drug use was detected and Silas was ordered out of the vehicle. While speaking with Silas, he began reaching toward his front waistband, where a loaded handgun was later located. A struggle ensued and Silas was ultimately taken into custody by officers. The firearm was determined to be stolen out of Mississippi.
Silas was transported to the Washington County Detention Center, where he is being held in lieu of a $22,000 bond. Arraignment was on Dec. 22 in Washington County General Sessions Court.
On Dec. 22, at 8:30 a.m., Christian McKay was taken into custody by the Johnson City Police Department on charges of identity theft and fraudulent use of a credit card. The victim reported to the Johnson City Police Department that his Tennessee Credit Union card had been fraudulently used in the amount of $575. Video evidence shows McKay using the victim’s stolen card on Nov. 4 at 901 W. Walnut St., Johnson City.
McKay was transported to the Washington County Detention Center, where he is currently being held on a $10,000 bond. Arraignment was on Dec. 27 in Washington County General Sessions Court.
On Dec. 23, officers of the Johnson City Police Department arrested Kaylee Stout, Johnson City, and charged her with motor vehicle theft, false reporting and being in possession of stolen property.
At 5:15 p.m. on Dec. 23, officers were dispatched to an address in the 900 block of Sunset Drive regarding a motor vehicle theft.  Video surveillance showed Stout exiting a gray SUV and entering a 2011 Volkswagen Jetta not belonging to her.  Stout drove away in the vehicle and was observed by officers driving the vehicle on W. Market St. Officers attempted to conduct a traffic stop on the vehicle. Stout attempted to elude the officers by turning down Collins St., which led to a dead-end. At this juncture, Stout exited the vehicle and was found walking in an adjacent neighborhood. Upon making contact with Stout, she provided officers a false name and a false date of birth. A search of Stout’s belongings revealed she was in possession of the vehicle’s keys.
Stout was taken into custody and transported to the Washington County Detention Center where she is being held on a $12,000 bond. She appeared in Washington County General Sessions Court on Dec. 27.
On Dec. 23, officers of the Johnson City Police Department arrested Michael Brooks, Kingsport, and charged him with theft over $1,000 and burglary. At approximately 2:41 p.m., officers responded to a shoplifting at Walmart, 3111 Browns Mill Road. Subsequently, it was discovered Brooks pushed out over $1,000 in merchandise without paying for the items. Further investigation revealed Brooks had been trespassed multiple times from the business.
Brooks was placed under arrest and transported to the Washington County Detention Center where he is being held in lieu of a $7,000 bond. Arraignment was on Dec. 27 in Washington County General Sessions Court.
On Dec. 23, officers of the Johnson City Police Department arrested Thi Huyen Chang Nguyen, Johnson City, and charged her with aggravated arson and resisting arrest.
At 1:10 p.m., officers were dispatched to 1301 Seminole Drive, Student Quarters Apartments, after the Johnson City Fire Department requested their assistance. The fire department responded to an audible alarm and discovered the remains of a kitchen fire where the cause of the fire appeared suspicious. After observing unburned material leading straight to Nguyen’s room, officers and a fire marshal attempted to make contact with her. Nguyen initially refused to answer the door, so a welfare check was conducted for the safety of others in the building. Upon entering the room, officers located material matching the same material burned in the kitchen, burned clothes, and multiple lighters.
Nguyen was subsequently placed under arrest. She became passively resistant and refused to walk on her own power, therefore, she had to be carried by first responders to a police vehicle.
Nguyen was transported to the Washington County Detention Center where she is being held in lieu of a $26,000 bond. Arraignment was on Dec. 27 in Washington County General Sessions Court.
On Dec. 24, officers of the Johnson City Police Department arrested Michael Halterman, Blountville, and charged him with evading arrest, convicted felon in possession of a firearm, possession without prescription, unlawful drug paraphernalia, driving on revoked license, expired registration, and wrong way on one-way street.
At approximately 8:55 p.m., officers conducted a traffic stop on Halterman’s vehicle for a registration violation. As officers initiated the stop, Halterman turned the wrong way down a one-way street, and failed to stop immediately. Once he did stop, he was detained. Officers discovered firearm ammunition on Halterman’s person. Halterman then admitted to having a rifle in his car. It was discovered that Halterman is a convicted felon and that his TN driver’s license is revoked. A vehicle search revealed a .22 caliber rifle, a bottle of prescription pills which Halterman did not have a prescription for, drug paraphernalia, and more ammunition.
Halterman was taken into custody and transported to the Washington County Detention Center, where he is being held in lieu of a $22,000 bond. His arraignment was on Dec. 27 in Washington County General Sessions Court.
On Dec. 25, officers of the Johnson City Police Department arrested Breonna D. Lopez, Johnson City, charging her with aggravated assault, aggravated domestic assault, felony vandalism, and felony child endangerment.
At approximately 8 p.m., officers responded to a domestic disturbance at 2207 Indian Ridge Road. Officers spoke with two victims who stated Lopez had struck them with her vehicle. Lopez was also alleged to have intentionally struck one victim’s vehicle with her vehicle. These actions were allegedly committed all while Lopez’s juvenile daughter was in the vehicle.
Officers located Lopez a short time later in a nearby restaurant parking lot. Lopez’s vehicle had damage consistent with the allegations made.
Lopez was arrested and transported to the Washington County Detention Center, where she is being held on a $40,000 bond. Arraignment was on Dec. 27 in Washington County General Sessions Court.
