JC man arrested on aggravated rape and assault charges following knife incident

JOHNSON CITY — On Jan. 23, at approximately 11:30 p.m., officers with the Johnson City Police Department responded to a call on East Watauga Avenue regarding a man reportedly waving a knife.
Upon investigation, officers determined that Belvin Ray had used a knife to threaten the victim, sexually assaulted the victim, and prevented the victim from calling 911.
Ray was arrested at the scene and charged with aggravated rape, aggravated assault, and interference with emergency calls. He was transported to the Washington County Detention Center.
No further details were immediately available as the investigation remains ongoing.
