Elizabethton woman charged with vehicular homicide, other offenses

On Friday, Feb. 14, officers of the Elizabethton Police Department were called to the area of 330 Race Street for an incident involving a vehicle striking two people and fleeing the scene.

Upon arrival, officers found two females—one unresponsive and the other suffering from a visible head injury. Both patients were transported to local hospitals by Carter County Rescue Squad.

The patient who was found unresponsive was pronounced dead at the hospital. The deceased was identified as Teresa Emmons, 57, of Race Street, Elizabethton.

The other injured party was identified as Danielle Lambert, 28, of Hampton.

While officers were still at the scene, an Elizabethton police officer found the vehicle that had left the scene and conducted a stop on North Sycamore Street.

The driver of that vehicle was identified as Kristie Oliver Bishop, 50, of Elizabethton. Oliver was found to have an active arrest warrant from Washington County, Tenn., and was driving on a revoked driver’s license.

Officers at the scene of the traffic stop observed in plain view on the front seat of the vehicle two clear bags containing a crystal-like substance believed to be methamphetamine.

An additional bag believed to be methamphetamine, a bag of leafy material believed to be marijuana, four glass smoking pipes, and a prescription bottle with no label containing three different types of narcotics were found in the passenger compartment of the vehicle upon further investigation.

Bishop was taken to the Carter County Jail and charged with driving on a revoked license, second offense; possession of methamphetamine; Schedule VI drug violations; possession of drug paraphernalia; and simple possession/casual exchange.

The preliminary investigation revealed an altercation took place involving the three females, resulting in the two being struck by the vehicle in the driveway at the listed address.

After continued investigation into the circumstances surrounding the incident, Elizabethton police investigators additionally charged Bishop with vehicular homicide, aggravated assault, leaving the scene with injury or death, and duty to give information and render aid.

Bishop remains in the Carter County Jail with a $200,000 bond.
