Police: Pair arrested after day’s third brush with law enforcement

A man and woman were arrested Tuesday after officers said they observed them fighting in the middle of the street … and it was not the first time that day the pair had encountered police.
Lisa Day, 45, of 150 Hampton Drive, and Kevin Stover, 44, of 1905 Highway 91, were both arrested by Elizabethton Police Department Officer Eric Buck shortly after 5:30 p.m. on Tuesday. Each was charged with assault and disorderly conduct.
Buck said in his report on the incident that he was dispatched to Well Street on a report of an assault in progress, and upon his arrival he observed “two subjects on top of” another individual in the middle of the road and that he observed the two subjects — later identified as Stover and Day — repeatedly striking the other individual.
Once Buck arrived on the scene, the individuals were separated and the altercation was stopped.
“During the investigation it was determined Mr. Stover and Ms. Day were intoxicated,” Buck said in his report.
Also during the investigation, Buck said in his report, he learned that Stover and Day had been involved in two previous altercations that day that had resulted in police being called.
“According to a report completed by Sgt. Bullock at 2:41 p.m., both Stover and Day were consuming alcohol then and were involved in a physical altercation. Police were then called again on Stover and Day at 4:25 p.m.,” said Buck, adding, “This was the third time today police had been called in where Stover and Day were involved.”
