The EPD began an investigation in March into allegation of child sexual abuse that was reported to have happened in 2012 and 2013.

During an unrelated investigation by a separate jurisdiction, statements were made by two juveniles about incidents that occurred at a home in Elizabethton, and involved Ray.

The juvenile’s statements provided details of sexual contact between Ray and a child younger than 13.

After further investigation, the case was presented to a Carter County Grand Jury in May and Ray was indicted on charges of rape of a child and incest.

Since then, the EPD had been working to find and arrest Ray on those charges.

Ray is scheduled for Carter County Criminal Court on July 30.
