County man charged with sexual battery of juvenile

A Carter County man faces a felony charge after a Grand Jury issued an indictment charging him with sexual battery.

Deputies of the Carter County Sheriff’s Department arrested Brandon Winchester, 28, 105 Potomac Circle, Elizabethton, on Thursday on an indictment charging him with sexual battery without consent.

Court records show the Carter County Grand Jury issued the indictment against Winchester on March 9 after CCSO Lt. Randy Bowers presented the case to the Grand Jury.

According to the indictment, sometime between November 1, 2015, and December 30, 2015, Winchester committed the offense of sexual battery “by engaging in unlawful sexual contact” with a juvenile.

“The sexual contact was accomplished without the consent of the victim, and the defendant knew or had reason to know at the time of the contact that the victim did not consent,” the indictment states.

Under Tennessee law, the offense of sexual battery is considered a Class E felony.

Following his arrest on Thursday, Winchester was released from the Carter County Detention Center after posting a $5,000 bond. He is scheduled to appear in Carter County Criminal Court on July 27.
