Johnson City man charged in aggravated kidnapping case

According to Washington County Sheriff Ed Graybeal, on Dec. 26 at 5 p.m., deputies responded to a call at 252 Sycamore Drive on a kidnapping of an adult female. Deputies found that Karen Phillips, 50, of Gray was taken against her will while feeding horses at a barn next to 252 Sycamore Drive in the Jonesborough area.

The victim advised the suspect approached her at the barn, brandished a knife, and forced her to drive him to a location near the Johnson City Medical Center. The victim advised the suspect then fled on foot.

Randy R. Chapman, 46, who is currently homeless, was located by the Johnson City Police Department shortly afterwards in a wooded area off West Market St. Chapman is charged with aggravated kidnapping, burglary, and aggravated assault. He is currently being held in the Washington County Detention Center on a $110,000 bond. Chapman was scheduled for arraignment in Sessions Court on Dec. 27.
