Funeral services for Richard Leland Carter, 47, Elizabethton, will be conducted at 2 p.m. Saturday, March 21, at East River Park Christian Church, 1207 Broad Street, Elizabethton. THERE WILL BE NO VISITATION AT THE CHURCH. Friends may register their presence at the funeral home until noon or at the church until the service hour. Interment will follow in the Emmert Cemetery.
