Former detention sergeant charged following investigation

A  former employee of the  Washington  County Detention  Center has been indicted by a Washington County Grand Jury following an internal investigation.
 
According to Sheriff Ed Graybeal, Shannon Lee Kinley, age 44, was indicted on charges of Simple Assault, Official Misconduct, and Official Oppression. He was booked into the Detention Center today and released on a $10,000 bond.
 
The investigation was initiated after Kinley allegedly used unnecessary force against an inmate and subsequently failed to properly document the event as per Sheriff’s Office policy. Kinley’s employment was terminated on April 27, 2021. Kinley had been employed by the Sheriff’s Office almost 7 years with no previous disciplinary issues.
 
The case file was given to District Attorney General Ken Baldwin for review of any potential criminal charges.
 
Kinley will be arraigned in Criminal Court on July 26 at 9:00 am.
