According to Chief Deputy Leighta Laitinen, on October 14, 2021, the Criminal Investigations Division initiated an investigation into an alleged assault that occurred inside the jail.
 
On Thursday, October 28, as a result of that investigation, Curtis M. Paul (31 years old) of Johnson City has been charged with two counts of rape. Investigators discovered that Paul had coerced, with threats of violence, individuals to perform sexual assaults on other inmates.
 
Investigators believe that the reported assaults were the result of Paul believing that the victims were holding drugs inside their body cavities. Paul is currently being held at the Washington County Detention Center on other charges, a bond on the new warrant was set at $10,000. Paul is scheduled to be arraigned on the new charges on October 28th at 9:00 a.m.
