Commission votes unanimously in favor of every motion Monday night

Carter County commissioners unanimously voted in favor of every motion on the agenda Monday night, which included a $1 million project to install a new HVAC system at the jail.
The heating and cooling system at the county jail, which was constructed about a decade ago, has not been at full capacity, Sheriff Mike Fraley previously told commissioners. Parts of the jail have not been cooled or heated at all, including a section where federal inmates were previously housed.
The full cost of $1,038,038.00 will be funded from the Jail Confinement Grant, funds previously reserved, the second installment of a federal LATCF grant and any remaining costs to come from the American Rescue Plan Act fund.
Costs for the new HVAC system include $50,000 for a company to develop bidding specifications.
Commissioners also voted in favor of several motions related to the county landfill.
As a result of one motion, the landfill will purchase a new dozer at a cost not to exceed $405,000. Funding will come from an installment of the LATCF grant, with the remainder of the cost balance to come from the landfill’s unassigned fund balance.
The commission also approved the landfill to change two part-time positions to full-time positions. The costs will not exceed $17,000 for the remainder of the fiscal year, with funding to come from the landfill’s unassigned fund balance.
The landfill will also add part-time positions to open the county recycle center on Saturdays. Creating the positions will cost approximately $4,300 for the remainder of the fiscal year, the motion stated.
Mayor Patty Woodby shared a video with commissioners about the new drug recovery center being established at the former state prison in Roan Mountain. Woodby said this will be the first time a prison has been transformed into a drug recovery center in the country. She expects officials from other areas of the country to visit the site to learn about the project.
