The following arrests have been reported by the Johnson City Police Department:

On August 6, officers of the Johnson City Police Department arrested Tracie Phillips, Johnson City, and charged her with aggravated assault, misdemeanor vandalism, resisting arrest, and simple possession.
At approximately 6:30 p.m., officers were dispatched to 108 Wesley St. (Super 8 Motel) in response to a female that was involved in an altercation with an employee. The hotel staff informed officers that Phillips had been attempting to strike an employee with the leather weapon and had damaged a computer monitor by striking it. Phillips was found to be in possession of a “slapjack” and marijuana.
Phillips was placed under arrest and transported to Washington County Detention Center, where she is being held in lieu of a $23,000 bond.
On August 8, officers of the Johnson City Police Department arrested Bruce Morrow, Johnson City, for aggravated assault and unlawful possession of a weapon. Officers responded to a domestic disturbance, and after investigating, found that Morrow had threatened his brother with a gun after an altercation between the two. It was also found that after a previous conviction for domestic violence, Morrow was not legally allowed to possess a firearm. Morrow was taken into custody, and is currently being held at the Washington County Detention Center on a $10,000 bond.
On August 8, officers of the Johnson City Police Department arrested Isaac Absalom, Johnson City, and charged him with one count of aggravated assault. At 4:28 p.m. on August 4, officers responded to a domestic disturbance at 115 Mulberry St. Upon arrival, officers made contact with the victim, who stated Absalom had pulled a pistol and made a shooting motion towards him. When the victim took his phone out to record the act, Absalom had put away the pistol and left the scene.
Absalom was later taken into custody and transported to the Washington County Detention Center. He is being held on a $10,000 bond.

On August 11, officers of the Johnson City Police Department arrested Gregory J. Ball, Kingsport, and charged him with sexual battery. At 11:44 p.m., officers responded to 110 Tipton St., regarding a sexual assault. During the investigation, the female victim stated that while at Tipton St., she met Ball, whom she did not know, and they started talking. After about an hour, the victim was tying her shoe in preparation to leave with her friends when Ball reached between the victim’s legs and squeezed her private area.
Ball was located nearby and arrested. Ball was transported to the Washington County Detention Center, where he is being held in lieu of a $5,000 bond.

On August 13, officers of the Johnson City Police Department arrested Carl Peeler III, Johnson City, and charged him with felony reckless endangerment. On August 13 at 2:58 p.m., officers were dispatched to a report of shots fired in the 800 block of W. Main St. Upon arrival, officers discovered that Peeler had negligently discharged a firearm inside his apartment. The bullet went through a wall and into a neighboring apartment where another resident was asleep. The bullet caused damage to the property but caused no injury.
Peeler was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $5,000 bond.

On August 13, officers of the Johnson City Police Department arrested Taylor Moreland, Johnson City, and charged him with aggravated assault (domestic). On August 12 at 11:59 p.m., officers responded to 2310 E. Lakeview Drive in response to a domestic disturbance. Officers located a victim with bruises and abrasions consistent with being grabbed by the neck and an open cut on their forehead. During the course of the investigation, it was discovered that the perpetrator of the assault was the victim’s boyfriend, Taylor Moreland.
A warrant was obtained and officers located Moreland at his residence on August 13, where he was taken into custody without incident. Moreland was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $50,000 bond.

On August 13, officers of the Johnson City Police Department arrested Julio Sandoval of Northcross, Ga., and charged him with one count of aggravated assault (domestic). At approximately 8:56 p.m., officers received a report that a physical altercation was occurring in a room at the Bravo Inn. Officers arrived on scene and made contact with Sandoval and his fiancé, who had each sustained injuries stemming from the altercation. Sandoval had allegedly attacked and choked his fiancé during the altercation.
Sandoval was taken into custody and transported to the Washington County Detention Center where he is being held on a $5,000 bond.

On August 13, officers of the Johnson City Police Department arrested Desaray Woodard of White, Ga., and charged her with one count of aggravated assault (domestic) and one count of false imprisonment. At approximately 8:56 p.m., officers received a report that a physical altercation was occurring in a room at the Bravo Inn. Officers arrived on scene and made contact with Woodard and her fiancé, who had each sustained injuries stemming from the physical altercation. Woodard allegedly attacked her fiancé and barricaded the door preventing him from leaving the scene.
Woodard was taken into custody and transported to the Washington County Detention Center where she is being held on a $5,000 bond.

On August 14, officers of the Johnson City Police Department arrested Moses M. Dillon, Johnson City, and charged him with two counts of violation of an order of protection and aggravated assault. At 1:12 p.m., officers responded to assist the Tennessee Bureau of Investigation in locating a suspect wanted for murder out of Texas. The suspect, Dillon, was observed leaving from his job and getting into a green Ford Ranger pickup. The Ford Ranger was located and stopped on Kwickway Lane.
Dillon was taken into custody without incident. In addition to the charges out of Texas, it was discovered Dillon had outstanding warrants out of Johnson City from 2021. Dillon was transported to the Washington County Detention Center where he is being held on a $6,000 bond.

On August 15, officers of the Johnson City Police Department arrested Thomas A. Cousineau, Johnson City, on charges related to aggravated assault and robbery. At 12:24 a.m., officers responded to 300 E. Main St., in reference to a male subject striking multiple vehicles with a metal pole. Officers discovered suspect Cousineau, who fit the description of the assailant, at a parking lot adjacent to Tipton St. and Spring St. Further investigation revealed that Cousineau struck two vehicles with a metal pole, causing the occupants to be in fear for their safety. In addition, it was found that Cousineau had assaulted a female in front of 207 E. Main St. The victim advised that Cousineau stated to her that he wanted her keys and punched the side of her face. Due to witness intervention, Cousineau then fled toward Tipton St. and Spring St., where he was detained by officers.
Cousineau was placed under arrest for attempted robbery and six counts of aggravated assault. He was transported to the Washington County Detention Center where he is being held in lieu of a $60,000 bond.

On August 19, officers of the Johnson City Police Department arrested Pete Feller, Gray, and charged him with theft of property over $2,500, trespassing by motor vehicle, and unlawful drug paraphernalia.
At approximately 7:45 a.m., officers were dispatched to a suspicious vehicle on the lot of a closed business on Railroad St. Upon arrival, officers discovered Feller, who had unlawfully entered the property and was removing tires, batteries, and other parts from construction equipment and loading them into his vehicle. During the investigation, officers also discovered two glass pipes with methamphetamine residue in Feller’s possession.
Feller was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $12,000 bond.

On August 19, officers of the Johnson City Police Department arrested Macala L. Wheeler, Elizabethton, and charged her with theft of property (possession over $2,500) and simple possession (Schedule VI marijuana).
At approximately 2 p.m., officers observed a stolen vehicle traveling in the Knob Creek Road and Skyline Drive area. A traffic stop was conducted, and Wheeler was found to be the driver and sole occupant of the vehicle. When she was taken into custody, a search of her property revealed a bag containing 17 grams of marijuana.
Wheeler was arrested and transported to the Washington County Detention Center, where she is being held in lieu of an $11,000 bond.

On August 21, at approximately 6 p.m., Janet Eddy, Johnson City, was taken into custody by the Johnson City Police Department on charges of burglary and theft over $60,000. The victim reported that his storage unit in Johnson City was burglarized on August 6. Video surveillance revealed Eddy as a suspect in the theft.
Eddy was arrested and transported to the Washington County Detention Center, where she is being held on a $25,000 bond.

On August 23, officers of the Johnson City Police Department arrested Jordan Pierce, Gray, and charged him with aggravated stalking and two counts of violation of an order of protection. On August 22, officers responded to the victim’s residence, where the victim stated that she had an active order of protection against Pierce. Pierce also has an order granting bail, saying he is to have no contact with the victim. The investigation showed that Pierce had attempted to contact the victim over several days and sent the victim money via Venmo, violating both orders.
Pierce was located by the Washington County Sheriff’s Office at the Appalachian Fairgrounds and turned over to the JCPD officers. Pierce was transported to the Washington County Detention Center, where he is being held in lieu of a $12,000 bond.
