David G. Jolley, U.S. Marshal for the Eastern District of Tennessee is very pleased to announce the selection of Grace Rivera as the district’s newly appointed Chief Deputy United States Marshal. Chief Deputy U.S. Marshal Rivera replaces Frank Castiglia, who retired at the end of June 2023 after ten years in the position and a lengthy and distinguished career in the United States Marshals Service.
Rivera becomes the first female Chief Deputy U.S. Marshal in the history of the Eastern District of Tennessee. The Eastern District of Tennessee dates back to the creation of the U.S. District Court in 1797. Rivera’s promotion also makes her the first female Chief Deputy U.S. Marshal for any of the three Tennessee federal judicial districts.
Rivera comes to the Eastern District of Tennessee from the District of Columbia Superior Court (DC/SC) where she served as a Supervisory Deputy U.S. Marshal (SDUSM). She began her career with the United States Marshals Service in May of 2010 through the Federal Career Internship Program (FCIP). She then served as a Deputy U.S. Marshal in D.C. Superior Court before rising through the ranks to Supervisory Deputy Marshal.
Rivera additionally served as the Acting Assistant Chief Deputy U.S. Marshal for DC/SC and recently completed an assignment as the Acting Executive Officer to the Deputy Director, a position that provided her with excellent exposure to not only the Deputy Director, but also the Director and the entire Executive Leadership team and HQ Division Chiefs. She also served as the Acting Assistant Chief Inspector for the Tactical Operations Division. In her role as SDUSM in DC/SC, she oversaw general operations, training, and compliance. Rivera is a certified Active Shooter Instructor and Law Enforcement Instructor. Both certifications were presented to her through the Federal Law Enforcement Training Center. Rivera graduated Cum Laude with a Bachelor of Science Degree in Criminal Justice and Psychology from Westfield State University in May of 2009.
