Traffic stop leads officers to Elizabethton man sought in Unicoi County rape case

A routine traffic stop led officers to an Elizabethton man wanted by Unicoi County authorities in connection with a rape investigation.
Officers of the Elizabethton Police Department arrested Ryan Ramey, 27, of 1253 Bluefield Ave., Elizabethton on Tuesday morning on outstanding warrants from Unicoi County charging Ramey with rape, aggravated burglary and theft of property under $500.
Around 6:15 a.m. on Tuesday, EPD Cpl. James Sexton stopped a purple Plymouth sedan on East F Street after he saw the vehicle traveling down the road with no headlights on. The driver of the vehicle, 24-year-old Jessica Rickus-Elswick, also of 1253 Bluefield Avenue, Elizabethton, was issued a criminal summons charging her with first offense driving on a revoked license, violation of the light law and violation of financial responsibility.
When officers conducted a routine warrant check on the passenger, later identified as Ramey, officers learned Ramey was wanted out of Unicoi County.
Officers arrested Ramey and transported him to the Carter / Unicoi County line where he was turned over to officers of the Unicoi County Sheriff’s Department.
