Johnson City man arrested on Milligan Campus

A Johnson City man was arrested Sunday afternoon on the Milligan College Campus for public intoxication after claiming he was being shot at and chased.

At roughly 12:45 p.m. Sunday, Elizabethton Police Department officer Jason Mosier responded to 200 Frank Oaks Drive at Milligan College where he spoke with Milligan College Security. Security informed Mosier that an individual, Leonard Siebenthal, 44, 115 Nix Road, Johnson City, was hiding in one of the dorm rooms.

After searching, Mosier found Siebenthal hiding in the dorm bathrooms.

According to Mosier’s report, Siebenthal said he had been at his home with his wife and two men when he allegedly overheard the two men and his wife talking “about shooting him in the head.”

Siebenthal told Mosier that he fled his home on foot and that the two men chased him. Siebenthal went on to tell Mosier that one of the men fired one round from a handgun at him on Vip Road.

Siebenthal then made his way to Milligan College where he met with security.

Mosier said in his report that he observed that Siebenthal was being very fidgety and “was unable to be still.” Siebenthal then told Mosier that he had “smoked methamphetamine” on Saturday and was still feeling the effects. Mosier then put Siebenthal through a series of field sobriety tests which, according to Mosier, Siebenthal did poorly on.

Mosier spoke with security and they said they didn’t hear any gunshots and that Siebenthal was allegedly seeing people that weren’t there.

Mosier placed Siebenthal under arrest for public intoxication and he was transported to the Carter County Detention Center.
