Man shot during police shootout dies

The man involved in a shooting with the Carter County Sheriff’s Department on Tuesday has died.
The Tennessee Bureau of Investigations reported late Thursday that Daniel Joseph Spisso Jr., 55,  had died as a result of his injuries.
The TBI, which is investigating the officer-involved shooting incident, said the sheriff’s department received a call of shots being fired at a residence in the 200 block of Garland Road in Roan Mountain about 9 p.m. Tuesday.
The preliminary report stated that shortly after the deputies arrived, Spisso began actively shooting resulting in a return of fire from deputies.
Members of the Carter County SWAT team made entry into the mobile home. There they found Spisso suffering from a gunshot wound. He was airlifted to a local hospital. No deputies were injured during the incident.
TBI agents continue to work to independently determine the series of events leading to the shooting, including collecting evidence and conducting interviews.
Baldwin continues to be updated throughout the process of the findings for his review and consideration.
According to the report, the TBI acts solely as fact-finders in its cases and does not determine whether the actions of an officer were justified in these types of matters; that decision rests with the District Attorney General requesting TBI’s involvement.
The TBI does not identify the officers involved in these types of incidents and instead, refers questions of that nature to the respective department to answer as it sees fit.
