The following arrests have been reported by the Elizabethton Police Department:
Cody Presnell: Shoplifting under $1000
On September 11, at around 5:12 p.m., Patrol Officer Ryan Manuel responded to a shoplifting incident at Eastside Liquor and Wines, located at 1201 Highway 19E Bypass. The store clerk reported that a male suspect, fitting the description of a person wearing gray sweatpants and a white shirt, had stolen a bottle of liquor and fled towards the Tweetsie Trail.
Upon reaching the area, Officer Manuel encountered Cody Presnell on the Tweetsie Trail, who matched the description of the suspect. Presnell claimed innocence, stating he did not steal anything from the liquor store. Officers then interviewed Kristi Nelson, who was with Presnell. Nelson admitted that Presnell had taken a bottle of Burnett’s Vodka and instructed her to conceal it in her backpack. When confronted with the stolen bottle of vodka, Presnell continued to deny involvement.
Following discussions with an employee of Eastside Liquor, it was determined that charges should be pressed. On behalf of Eastside Liquor and Wines, Officer Manuel issued Presnell a citation for shoplifting under $1000 (TCA 39-14-146), with the value of the stolen vodka being $10.99.
Presnell’s court date was set for September 2 at 9 a.m. Officer Manuel also provided Presnell with two copies of the Notification of Required Booking Form and explained its contents.

Riley Burris: Driving While License Suspended (First Offense)
On Monday, Sept. 11, at 2:56 p.m., Patrol Officer Spencer Ward responded to a motor vehicle collision in the 500 block of Broad Street. Officer Ward made contact with the at-fault driver, identified as Riley Burris, based on his Tennessee driver’s license. An NCIC check revealed that Burris’s license had been suspended by the State of Tennessee on May 12, 2023, due to accumulation of points.
As a result, Officer Ward issued Summons #98295, charging Burris with driving on suspended (first) (TCA 55-50-504) and failure to exercise due care (TCA 55-8-136). Burris was provided with an explanation and given two copies of EPD Form 134, the Required Booking document. He was also assigned a Carter County General Sessions Court date of October 23 to address the charges. In accordance with Tennessee State Law, Burris’s license was seized, and he received receipt #B-809800 for the confiscated license.

Kristin Olmsted: Public Intoxication
On Monday, Sept. 11, at 12:19 p.m., Patrol Officer Spencer Ward was dispatched to Redi-Mart on Siam Road in response to a report of an intoxicated female. Officer Ward made contact with Kristin Olmsted, who displayed clear signs of severe intoxication, including slurred speech, bloodshot eyes, and a strong odor of alcohol.
Officer Ward also observed that Olmsted had soiled herself at some point due to her high level of intoxication and inability to stand unassisted. For her safety, Olmsted was placed under arrest for public intoxication (TCA 39-17-310) and transported to the Carter County Sheriff’s Office without incident. She was assigned a Carter County General Sessions Court date of October 9.
