JOHNSON CITY — The Johnson City Board of Commissioners, in conjunction with City staff, Cain, Rash and West Architects, and GRC Construction, came together to commemorate the successful completion of the Water and Sewer Services Complex, located at 2250 Eddie Williams Road, with a ribbon-cutting ceremony.

Director Tom Witherspoon remarked on the occasion, saying, “With this new facility, Johnson City’s provision of services continues to enrich the quality of life in our region. The staff, administration, and leadership are committed to maintaining excellence, giving the citizenry an opportunity to thrive today and beyond.”

The former 7-acre Water and Sewer Services Complex, situated at 901 Riverview Drive, had served the community for 50 years but reached the end of its operational life. The facility was facing space constraints that hampered its ability to support future departmental operations effectively. The new complex accommodates 149 employees out of a total of over 180 working within the Water and Sewer Services Department, providing room for expansion.

This expansion reflects adaptability and forward-thinking, addressing the current and future needs of the department. The facility boasts numerous new features, including offices for City staff, a training room, conference rooms, storage space, a new warehouse, a fueling station accessible to all City departments, a truck wash bay, and a repair garage and machine shop for maintenance purposes.

The Eddie Williams Road property was acquired in August 2020, strategically located near three vital Water and Sewer Services treatment facilities.
Cain, Rash, and West Architects conceptualized the property plan in February 2020, with GRC Construction initiating development in the summer of 2021. The project reached completion earlier this year.

Director Witherspoon expressed his gratitude, stating, “We are grateful for current and past commission support that paved the way for this significant milestone.”
Funding for this project, which amounted to over $15 million, was initially included in the Water and Sanitary Sewer System Capital Delivery Plan for fiscal years 2013-2016 and 2019-2022.
