Elizabethton Police report multiple arrests: public intoxication, driving violations, and theft among charges

The following arrests have been reported by the Elizabethton Police Department:

  • On April 8, Officer Rocky Croy responded to a welfare check at the intersection of Broad Street and North Lynn Avenue. Joshua Christopher Taylor, exhibiting erratic behavior and paranoia, was found lying prone, spreading his limbs, and expressing fear of being shot. After failing sobriety tests, he was arrested for public intoxication and taken to the Carter County Sheriff’s Office without incident.
  • Also on April 8, Officer Rocky Croy investigated a motor vehicle accident on Milligan Highway. April E. Desrocher, involved in the accident, was found to have a suspended driver’s license. She was issued a citation/summons for driving while license suspended (first offense) and given a court date of April 29.
  • Sgt. Curtis Bullock responded to a shoplifting incident at Walmart on April 8. Jason Bailey Garfield attempted to steal items worth $127.99. Garfield was issued a citation/summons for shoplifting and instructed to appear in court on April 24.
  • Officer Ryan Manuel arrested George Ian Yourgulez on April 8 for public intoxication. Yourgulez exhibited incoherent behavior and failed sobriety tests. He was taken to the Carter County Detention Center without incident. 
  • Officer Franklin Peters arrested Joshua Taylor on April 5 for public intoxication. Taylor displayed erratic behavior, paranoia, and admitted to methamphetamine use. He was transported to the Carter County Detention Center without incident. 
  • Officer Spencer Ward detained Jessie L. Combs on April 5 for an active arrest warrant for failure to appear and revoked license. Combs was taken into custody without incident.
  • Officer Justin Pearce detained David Joe Velarde on April 5 for warrants for failure to appear and fraud/identity theft, and possession of stolen license plates. Velarde was transported to the Carter County Sheriff’s Office without incident. 
  • Officer Hayden Holtsclaw arrested Tommy Burkhart on April 5 during a welfare check. Burkhart had an active arrest warrant for violation of probation and was transported to jail without incident.
  • Officer Rocky Croy arrested Donna M. Roark on April 1 for disorderly conduct at 1006 Overmountain Drive (Bojangles). Roark was transported to the Carter County Sheriff’s Office, given a court date of April 29, and trespassed from the business.
  • Officer Rocky Croy arrested Benjamin L. Crawford on April 1 for shoplifting at 1001 Overmountain Drive (Walmart). Crawford was issued a criminal summons and given a court date of April 22.
  • Officer Matthew Goldberg responded to a domestic disturbance at 704 Broad Street (Gas N’ Go) on April 1. Ronald Clark Moon was arrested for possession of paraphernalia and given a court date of April 29.
  • Officer Spencer Ward arrested Tyler Scott Tipton on March 29 for theft after observing him with stolen packages. Tipton admitted to the theft and was taken to the Carter County Sheriff’s Office.
